I love this tip, it works great until I forget I am doing it.
You can raise your taxes to 100%. To account for your peoples loyalty dropping simply perform a disaster relief every 15 minutes or so. The amount gained is greater than the rate of your loss of royalty.
If you perform this every 15 minutes, you will not have a loyalty rating below 95.
Just remember to set it back to normal when you log, or at least understand your rating will slowly keep dropping.
