Daft question perhaps, but do these come ready manned with archers? I'm presuming yes but can't find anything definite. Obviously if the answer is no, it's pointless making more towers than you have archers to go in them.

Yes, they come manned with archers. Arch towers seem to be one of the best defense for cities at the moment (still hard to figure out how things works).
