If you conquer a flat and build a city there but don't recall your hero and troops immediately, they will be trapped in no man's land until you can build a Feating Hall (and possibly a Rally Spot, as they are effectively "invisible" until then.
So, if you conquer a flat and want to build a city, recall them first - you can always reinforce it later!
