When scouting a city, does the report include what's in warehouses as well, or does it just show what's there minus what a person has in their warehouses???

If you have high level of informatics and your Hero that your scout with has high enough Intelligence attribute then you will get information about how many warehouses the target has and his reasearch level. To know how much the warehouses will hold during your plunder you will have to esteminate your self.
